Board of Education President Milo "Rusty" Peck
Rusty joined the Board of Education in 2005 and currently serves as its President and Chairman of the BOE finance committee. He previously served on the Windsor Town Council from 1991-1995 and the Windsor Board of Selectmen from 1997-1999. Rusty is employed as a professor at Fairfield University. He received a B.S. from Middlebury College, an M.S. in accounting from Northeastern University, a J.D. from Suffolk University Law School and a LL.M. in taxation from Boston University Law School. He is an attorney and certified public accountant.
Prior to the past budget cycle Rusty appointed a Blue Ribbon committee of Windsor citizens that assisted in revamping the Board’s budget document and financial plan. This made the budget and financial plan documents more informative and easier to understand.
Rusty also instituted during this past term an open public dialogue with members of the public for a half hour prior to the start of regularly scheduled Board of Education meetings. This period provides the public with an opportunity to ask questions and receive responses from the BOE executive committee that is not afforded during the audience to visitors portion of the meeting.
Rusty and his wife Ellen have six children who have been educated in the Windsor schools. He currently serves as the Treasurer of the Trinity United Methodist Church, Chair of Windsor’s Board of Assessment Appeals, and as a member of the Windsor Public Building Commission. He is a past president of the Exchange Club of Windsor and the Windsor American Little League.

Adam Gutcheon - Vice President
Adam Gutcheon, a Windsor native, was originally appointed to the Windsor Board of Education in 2004, at the age of 23. He was elected to a full term in 2005, and chosen to be vice-president of the board in 2006. He is Windsor's first openly gay elected official.
On the board, Gutcheon has worked with his colleagues to keep the closing of achievement gaps between students of different colors as our district's top priority. In addition, Gutcheon has helped the board work more closely with the superintendent to monitor programs and change what isn't working. Through his leadership on the Policy and Finance Committees, Gutcheon has made sure the Board's priorities are backed up with smart budget and policy decisions. And as liaison to the Town Council, he communicates and explains the happenings in Windsor's schools to the Council and the community.
Before joining the Board of Education, Gutcheon served on numerous Boards and Commissions, including the Economic Development Commission, Conservation Commission, and Town Plan Steering Committee. He is also a past member of Windsor's Conversations on Race Steering Committee.

Doreen Richardson - Secretary
Doreen was first elected to the Board in 2005, serving as Secretary since then, and has been a resident of Windsor since 2001. She is a graduate of Central Connecticut State University with a B.S. in Accounting and is member of the 2008 graduating class at the University of Hartford in the Executive MBA program.
Doreen is a 2007 recipient of the Windsor Bridge Builder award. The award is in recognition of her community work as chair of the Windsor Conversations on Race Steering Committee during 2004-2005. Doreen led this community group through a series of town wide study circles on race, two forums on the role of race and culture in education, the popular lecture and discussion series 'Hot Topics' and 'One Book One Windsor.'
When elected Doreen has three priorities in mind: First is to foster a culture of learning and excellence in our schools, which will measurably improve the quality of education for all of our children. Second, to work aggressively to eliminate the achievement gap. "All of our children can be educated. It is our moral responsibility to meet the needs of all our children. Public education is still our best medium in the fight for equity and to remain competitive in a global economy" she says. Lastly, she wants to improve communication between the town's academic institutions and residents, reinventing the concept of the community school.
Doreen lives with her husband and three daughters: Stacey, a junior at Howard University, Erica a freshman at Emmanuel College and Nicole, an 8th grader at Sage Park.

Chris Watts
Chris Watts was elected to the Board of Education in 2005 and is a member of the Finance Committe. He served on the committee to choose the new principal at Ellsworth Elementary and was a member of the committee which negotiated the new agreement with the school administrators union. He has been a resident of Windsor since 1997 and also serves as chairman for the Windsor Historic District Commission.
Watts is an active member of the community, serving as the Assistant Director for the Vintage Radio and Communications Museum of Connecticut, which opened in October on Pierson Lane. He is also an active member of the Hartford Monthly Meeting of the Religious Society of Friends (Quaker).
Watts wants to continue the progress that is being made in our school systems and aims to find common ground among all of those who want to improve the school system. While he agrees that we need to help continue our upward trend in test scores, he also feels it’s important to not make test scores the only measure of our schools' success. Chris believes that the best way to improve our schools is to get more parents involved in their children's education.
Chris is married to Amy, lives in the Historic District, has one daughter, Charlotte, and is the Director of Client Services at Martino & Binzer, an advertising firm in Avon.

Lucille Brown
Lucille Browne moved to Windsor in 2003 from Wallingford and was first elected to the Board in 2007. She works for the state of Connecticut at the Children's Trust Fund as a social work program supervisor for Community Based Services. With a BA in psychology from Fairfield University, a masters degree in social work (MSW) and a Master's of Science in Urban studies both from Southern CT State University, Lucille will bring a tremendous knowledge base and level of experience to the Board of Education and issues facing Windsor. Since her arrival to Windsor, she has been engaged in community activity and served as PTSA president at Windsor High School for the last two years. She is also a current member of the Walligford Education Foundation.
Lucille’s son graduated from Windsor High School in the Class of 2007 and a nephew who will graduate in the class of 08.
