Constable Norman Nadeau

Norm has lived in Windsor on Columbia Rd for 43 years with his lovely wife Anita Both are retired from the daily work routine, Anita from Windsor Schools last year 
and Norm from his auto repair business a few years ago, but he still spends a few days a week working part-time at Southern Auto Sales in South Windsor.

Among his many contributions to the Windsor Community, Norm has served in the position of Constable for over 20 years, was a member and President of Windsor Kiwanis Club and has been a long-time member of the Windsor Democratic Town Committee. Palisado Avenue was the location of Norman’s Auto repair where he spent more than 30 years in his own business servicing cars for many Windsor patrons. Prior to that he owned a gas station in Hartford.

The Nadeau’s have 2 children both of whom graduated from Windsor Schools. Norm’s daughter is a beauty salon owner and his son is a financial advisor and owns an alpaca and llama farm in Willington.

Vivian Cicero

Constable Vivian Cicero

Vivian Cicero has lived in Windsor for over 30 years and is very active in the community. She serves as a Justice of the Peace, Trustee of Northwest Park, Member of the Windsor Historical Society, and Windsor Democratic Town Committee. Vivian has also been a leader in other organizations: Past President of the Windsor Afro-American Civic Association, she served on the Huntington House Museum and the planning committee for Conversations on Race.

In 2001 she was the recipient of the “ Citizen of the Year Award from the Chamber of Commerce. In 2003 received the “Archbishop Award of Appreciation and in 2007 was the Shad Derby Grand Marshall receiving an official citation from the State.

The St. Francis Hospital School of Nursing was her employer for 37 years until she retired and for the last 10 years has worked for the Windsor Board of Education. 

Vivian is the proud mother to two sons, grandmother of five, widow of Stan Cicero and joyfully continues to fulfill her lifelong calling and vision of serving others in her church and community.
